5. Arunachal Pradesh (25.92%)
6. Bihar (25.09%)
7. Jammu and Kashmir (23.71%)
8. Mizoram (22.78%)
9. Delhi (20.96%)
10. Uttar Pradesh (20.09%)

The Indian states and union territories having lowest population growth rate according to census 2011 are as follows (Ascending Order):

1. Nagaland (-0.47%)  [Note: This state had the highest population growth rate according to census 2001]
2. Kerala (4.86%)
3. Lakshadweep (6.23%)
4. Andaman and Nicobar (6.68%)
5. Goa (8.17%)
6. Andhra Pradesh (11.10%)
7. Sikkim (12.3%)
8. Himachal Pradesh (12.81%)
